The IUCLS Academic Program at the ILI 

The IUCLS (established in 1997) is an unincorporated part of the ILI, where it is physically located. The mission of the IUCLS, a consortium of universities and think tanks in over 35 countries, is to contribute academically to the global effort to deal effectively with a broad range of topics including, human rights; ethnic, racial, and religious intolerance and violence; propaganda and information warfare; terrorism; genocide; and war crimes. Although interdisciplinary in its approach, IUCLS focuses on the relationship between the rule of law and various issues under consideration.

The purpose of the IUCLS is four-fold:

  • monitor current and future threats to peace and security;
  • develop response strategies on governmental and non-governmental levels;
  • effect continual communication with policy-makers, academic institutions, business, media, and civic organizations;
  • sponsor research programs on selected critical issues and share the findings nationally and internationally.

The IUCLS is guided by an international research council and many of its activities, particularly those related to security concerns and terrorism, are coordinated by a separate entity, namely, the International Center for Terrorism Studies (ICTS) located at the Potomac Institute for Policy Studies (PIPS), a think tank in Arlington, Va. that sponsors educational and research programs on national security issues. The major funding for the activities of the IUCLS is provided generously by the Stella and Charles Guttman Foundation. IUCLS is also benefiting indirectly from relevant financial support obtained over the past decade from other private foundations (e.g. Smith-Richardson Foundation and the Daniel and Joanna S. Rose Fund, Inc.).
