On June 8, 2007 ILI welcomed a distinguished delegation of the Ministry of Education and Science of the Republic of Tatarstan, Russia. This was the first visit by the educational representatives of the Republic of Tatarstan to ILI. The Minister of Education and Science, Rays Shayhelislamov and the Rector of Kazan State University, Myakzyum Salakhov were present. The meeting between the ILI representatives and Tatarstan delegation resulted in signing the Memorandum of Understanding by two parties:
ILI and the Ministry of Education and Science of the Republic of Tatarstan, the Russian Federation have agreed on a long-term cooperation in training government officials of the Republic of Tatarstan. The Minister of Education and Science truly believes that ILI, an independent Washington based research and training organization, for decades assisting transitional and developing countries, organizations and individuals to participate fully in competitive global economy, is uniquely qualified to provide the necessary technical knowledge required to satisfy the needs of the modernizing government. The entire ILI staff was present at the signing ceremony, followed by a welcome reception. Both parties were satisfied with the meeting and are looking forward to realizing the objectives of the agreement. Kazan State University is located in Kazan, Tatarstan, Russia. It was founded in 1804. Kazan University is known as "the birthplace of organic chemistry" due to works of Aleksandr Butlerov, Vladimir Markovnikov, Aleksandr Arbuzov, and others. Kazan linguistic school founded by Jan Baudouin de Courtenay became a predecessor of structuralism, the dominant trend in linguistic study of the 20th century. Leader of Russian Bolshevik Revolution Vladimir Ulyanov (Lenin) was a law student at Kazan University in 1887; he was expelled for his political activities. The famous Russian mathematician Nikolai Lobachevsky, founder of non-Euclidian (hyperbolic) geometry, was University rector from 1827 until 1846. The current rector is Professor of Physics and Mathematics Dr. Myakzyum Salakhov. The university campus is a stunning example of Russian neoclassical architecture of 19th century. The oldest university building contains the original 1822 facade and three classical portals. The campus includes the First Boys' Gymnasium and the private residence of Prince Tenichev given to the university at the time of its founding. From 1832 through 1841, architect Korinfsky designed several university buildings, including the Anatomy Theatre, the Library, the Chemistry and Physics Laboratories and the Observatory. These buildings completed the University complex, and gave it its neoclassical look. The building of the Department of Chemistry was constructed in 1954 by the university students.
