ILI and AITIC Respond to WTO Proposal  

On November 30, 2007, the Chairman of the DOHA Negotiating Group on Rules (NGR), Ambassador Guillermo Valles from Uruguay, released Draft Texts of proposed changes to the WTO Anti-Dumping and Subsidies and Countervailing Measures Agreements. An analysis of these changes, entitled “Summary of the Draft Consolidated Chair’s Texts on AD and SCM Agreements: an Obstacle to the “Horizontal” Negotiations?,” was prepared by ILI’s President, Charles Verrill, with edits by Esperanza Duran, Executive Director of the Agency for International Trade Information and Cooperation. This joint effort by ILI and AITIC is intended to provide an objective analysis of the major issues before the NGR which was directed by the Doha Declaration to undertake “negotiations aimed at clarifying and improving disciplines under the AD and SCM Agreements – and clarifying and improving WTO disciplines on fisheries subsidies – while preserving the basic concepts, principles and effectiveness of those Agreements.”
