The International Law Institute is delighted to announce that Mr. Stephen Katz has joined ILI as the Director of the Center for Public Procurement Law and Policy. Mr. Katz has extensive experience in international contracting and procurement. Prior to his retirement from the United Nations after 26 years of service, he was a principal attorney with the UN Office of Legal Affairs in New York. In that capacity, he advised on the UN's major procurement and contracting activities, negotiated large-scale, complex contracts and handled numerous commercial law claims and disputes involving the Organization. His work included the interpretation, application and development of the UN's procurement rules and policies and the elaboration of standard procurement and contracting documents. Previously, he served with the United Nations Commission on International Trade Law (UNCITRAL) in Vienna. In that position, he led the development of the UNCITRAL Model Law on Procurement, and was instrumental in the production of other UNCITRAL legal texts in the area of international trade law, including the UNCITRAL Legal Guide on Drawing Up International Contracts for the Construction of Industrial Works. In the mid-1990s, he was the senior legal adviser to the UN's peacekeeping mission in the former Yugoslavia. Prior to his career at the United Nations, he taught international law at the University of Wales and practiced law in Boston, Massachusetts. Mr. Katz has degrees from Boston University School of Law (J.D.), University of London (LL.M.) and Columbia University (Master of International Affairs).
