Format

The seminar will be delivered through 10 live on-Line sessions via Zoom videoconferencing platform. Each session will last approximately 3.5 hours and will start at 8:30am Washington DC time (Eastern Standard Time). We expect the class to be highly interactive and will include presentations, case studies and exercises.

 

Overview

The course covers the institutional, legal and regulatory, economic and financial, institutional, and operational, and professional and procedural issues and challenges that public entities face in the procurement of works, goods and non-consulting and consulting services.

It covers the strategies and approaches to develop country Public Procurement systems as part of governance, public sector administration and management, and public financial management framework, accounting for critical aspects of integrity and ethics, transparency and accountability. It also highlight current trends and initiatives to improve Public Procurement and achieve its overarching Value-for-Money objectives, and provides an overview of the recently-adopted procurement policies of the World Bank, African Development Bank, and Asian Development Bank, and how they are accommodating an increased reliance on the use of countries’ institutions and systems.

The course provides participants with a detailed analysis of processes applicable to all categories of public procurement, covering (i) strategy, planning and packaging, and market analysis; (ii) assessments of capacity, performance and risks, including tools for assessing Public Procurement systems such as the Methodology for Assessing Procurement Systems developed by the World Bank and other international donors procurement; (iii) methods and procedures from pre-bidding to award for the various categories of public procurement; and (iv) specialized and innovative procurement, incl. inter alia E-Government procurement.

The course will also include many references to emergency procurement and related special procedures that may apply during such situations as the current pandemic.

 

Course Outline

 

The first week focuses on what constitutes a broad public procurement system, encompassing:

    1. Public procurement policies’ objectives, attributes, principles and recent trends and the strategic role of public procurement in public administration and governance

    2. Key elements and scope of a sound legal, institutional and regulatory framework and scope of international instruments & conventions dealing with procurement (incl. UNCITRAL model law) as well as methodologies and tools to assess country PP systems, including MAPS

    3. Methodological concepts and tools used worldwide to assess public procurement systems and conduct reforms and dialogue with engagement of various public and private sector stakeholders

    4. The importance of procurement planning and approaches to transparency, integrity and accountability

    5. Compliance / Accountability frameworks, Procurement Oversight and Monitoring, including procurement risks and audits.

 

The second week addresses operational procurement and related challenges and procedural issues, including various approaches to procuring as well as detailed procurement processes:

    1. The procurement cycle for all categories of public procurement (works, goods, non-consulting and consulting services)

    2. E-Government procurement strategies, specific methods and procedures, and their IT underpinnings

    3. Scope of methods and procedures (pre-bidding, bidding, post-bidding and award) for works, goods and non-consulting services, or consulting services

    4. Specialized procurement, inter alia emergency procurement, PPP procurement, ESRP (environmentally and socially responsive procurement) and special socio-economic provisions

    5. Key cross cutting aspects and transversal issues such as access to information, bidding documents and main types of contracts, complaints and contract management.

 

Case studies will be used at various moments. A round table with an open Q&A will close the seminar.

 

Course Advisor

Bernard Becq is a senior advisor, course advisor and lecturer at the ILI with 40 years of experience in public procurement policy and operations, projects preparation and implementation, and training and mentoring.

Dr. Becq was from 2006 to 2013 the Chief Procurement Officer of the World Bank where he served in various managerial and operational positions for 23 years. His experience also includes working with French development agencies as a policy adviser and a project officer.

He currently works and has recently worked as an independent consultant for the World Bank (WB), the Asian Development Bank (ADB), the African Development Bank (AfDB) and the European Investment Bank (EIB). He is also an adviser to CICA (Confederation of International Contractors Association).

He holds graduate degrees in Mathematics from Paris VI University and Civil Engineering from ENTPE in Paris, France, and a Master degree in Urban and Regional Planning from the University of Southern California (USC), in Los Angeles, USA, where he also completed post graduate work (PhD ABD).
