ILI’s Dr. Dubovec Panelist at UNIDROIT and EBRD Conference on MAC and Rail Protocols

ILI’s Director of Law Reform Programs, Dr. Marek Dubovec, spoke as a panelist at UNIDROIT and the European Bank for Reconstruction and Development (EBRD) joint international conference: “Facilitating economic growth through trade finance – a focus on the Mining, Agricultural and Construction (MAC) Protocol and the Rail Protocol.”
 
The conference focused on the Mining, Agricultural and Construction (MAC) Protocol and the Rail Protocol of the Cape Town Convention on International Interests in Mobile Equipment and took place at the EBRD Headquarters in London on Friday, September 5th, 2025. State delegates and government officials were the main audience, although interested private sector stakeholders, legal practitioners, and academic experts were also in attendance. The event explored the practical operation of the MAC and Rail Protocols, their role in contributing to credit expansion and international trade, and looked at concrete future steps countries can take in their efforts to implement and benefit from these legal instruments.
 
Dr. Dubovec spoke on the “Expanding the Cape Town Convention to new Sectors – the legal operation and economic benefits of the MAC and the Rail Protocols” panel. He explained the fundamental legal aspects of the MAC Protocol, including some specific features that distinguish it from the other Protocols, such as the rules for the financing of inventory and equipment associated with real estate.
