Overview
This seminar follows an integrated approach with a focus on enhancing expertise in understanding how Power Purchase Agreements (PPA’s) work; their challenges and opportunities; their contractual arrangements and a particular focus on strengthening negotiation skills – with special emphasis on multilateral negotiation with and within international organizations and companies. Through in-depth analysis of theory and practice with exercises and simulated negotiations, participants will gain the necessary skills to become confident negotiators, overcome impasse in the negotiation process, and utilize strategic tactics to further their own positions and interests. This seminar is designed for government officials, lawyers and other practitioners engaged in all aspects of negotiating, drafting, advising, managing or implementing PPA’s. Officials and practitioners from developing countries, who have been confronted by the challenges of negotiating with their domestic and international counterparts in the context of PPA’s, would find this seminar highly beneficial. To emphasize practical learning, the seminar provides opportunities to engage in various discussions of case studies and actual examples.
Format
The seminars are currently offered both in-person and online simultaneously, at the choice of the participant. This choice must be indicated at the time of registration. A small number of courses are scheduled to be delivered exclusively in person or online, and are indicated as such in the 2023 schedule. In-Person Only seminars usually start at 9:30 am Washington D.C. time. Daily sessions usually end at 4:00 pm. Breaks (including the lunch break) are allocated as appropriate. Online Only seminars will be delivered through five (for 1-week course) or ten (for 2-weeks course) live online sessions via videoconferencing platform. Each session will last approximately 3.5 hours and will be scheduled to start within a time window of 7:00 am – 8:30 am Washington D.C. time. Hybrid In-Person/Online seminars will start at a time most convenient to both in-person and online participants, and will generally follow the In-Person seminar format. We expect the classes to be highly interactive and can include presentations, case studies and exercises.

Course Advisors
Eng. David Kagiri is a Mechanical Engineer and has worked in the energy sector for 32 years, dedicated to execution of large capital power projects as a Projects Engineer and Projects Execution Manager in Kenya Electricity Generating Company Limited (KenGen) and Kenya Power and Lighting Company Limited (KPLC). He has implemented over 13 projects in geothermal, thermal, wind and hydro power, delivering over 1000MW. Worked as a geothermal reservoir engineer for 7 years and has wide experience in projects planning, feasibility studies, project development transactions and execution; that include, international and local procurement, contract preparation, supervision, management, administration, financing for public and PPPs, environmental issues and dispute resolution. He has experience in dispute adjudication and arbitration in infrastructure projects. In addition, he holds an MBA from University of Nairobi, Diploma in Geothermal technology (Auckland NZ), is a registered Consulting Engineer, Environmental Lead Expert and a Member of Chartered Institute of Arbitrators. He has attended numerous courses locally and internationally in contract management & administration, arbitration and project financing. For the last 6 years he has been working as independent consultant for various clients, as project technical specialist and power projects transaction advisor for USAID and World Bank. Worked in Power Africa Transaction Program (PATRP) as Regional Geothermal Transactions Advisor (Kenya, Ethiopia & Djibouti), Senior Generation Transaction Advisor in the East Africa Energy Program (EAEP), Short Term Consultant (STC) as Technical Consultant for World Bank on the Kenya Energy Expansion Program (KEEP)/Last Mile and Eastern Electricity Highway Project (EEHP) 500kV DC Kenya –Ethiopia Interconnector. He is a registered Engineering consultant and the Managing Director of Geohydro Energy Consultants Limited, offering engineering, and project management support services to local and international developers, and contractors in renewable energy projects. I have conducted training on EPC contracts dispute avoidance in association with Kenya School of Law (KSL). I was involved in several PPA negotiations and have recently taught in a seminar on PPAs for Executives.
